We were dealing with "Lots on either side, (reclaimed by them from the Sea) and have already commenced their works on the ground acquired by them." This, I submit, sufficiently indicated that the matter was solely with the Lessees of this Government, and that the French Government was mentioned merely incidentally as Lessee, and in no political or other relation.
Nor did it occur to me (having stated, as in effect I did state, that the work in question was rendered necessary under conditions entered into at public Sale) to offer all the details now given, any more than such details as make up the reasons for putting that particular piece of ground up for sale at that particular time.
And as regards that particular time, I must again point out that when, on certain conditions, the land in question was submitted to public auction, I was not in the Colony; that whether those conditions involved "an improvident contract on the part of the Colonial Government" is a matter with which I am not concerned, but I have endeavoured in this memorandum...
